Amnesia now has a working level creator, and a interface for custom stories and mods. You can get the tools here, along with some tutorials: http://wiki.frictionalgames.com/hpl2/start

This editor isn't very easy either, it requires lot's of scripting to go along with map making.

Extract the files to your amnesia game folder (THIS IS FOR STEAM USERS).

It includes a key puzzle, and a chase scene so far. It's still a heavy wip.

Actually, the level editor and the ability to make custom stories has existed for quite a long time now. I remember messing with it a while ago, although I'm not sure if it was actually finished back then, or if it's even finished now, but regardless these tools have been out for a while.

Someone should make a ghost town, make it as mysterious as possible.

There's only like 2 outdoor objects besides trees that come with the game, so you would have to make/import your own.

Had a feeling this would be.
Anyways, I think it would be better to set suspense with things people haven't seen or experienced ingame. Maybe even import objects from the late 19th century such as bycicles and early vehicles, telephone objects, and more.

Also, custom story electric castle is by far the coolest.

I was going to see if I could get the penumbra stuff in there.

I made a lever puzzle, in which you pull a lever to activate a door, but you have to get through quickly and shut it or the monster will get you.
