Because emitters and particles are client sided.
All the server does is send a little packet or two to each client when someone dies.

"opinions" are the key factor here, I personally think the b&g mod looks horrible and that it ruins almost any server I go to that has it.

That's not how it works. A lot of things are possible in Blockland.
If nobody specifies a reason for something to not work, then I'll assume it does.
