So as to save on atmosphere, and money, and resources, we should colonize the oceans first. We can build on top of them and have floating cities, and we can build on the ocean floor.

this sounds pretty dumb i know but if we are overpopulated, how come whenever im on the highway/interstate roads, i see nothings but forests and the OCCASSIONAL farm. cant we use that area in the future to build cities/homes/suburbs and or food sources

We still need places to grow food, so a lot of that will become farmland to feed the growing population. Cities aren't perfect.
