Everyone has different preferences on scary. To me, it has startling moments but it's more intense than scary.

Agreed.  There are some times when it gets pretty damn intense (like running away from the Kaernk), but there's nothing really all that scary.  I find System Shock 2 scarier than Amnesia...  A lot scarier.

I don't really even find it scary.  Running away from it is a little intense, but (as I said before) not scary.
