They say there implementing a new companion system.
You can tell your companion who to attack during a fight and stuff like that.
Pete Hines talked a bit about it in a Gamescom interview.

He said there are several dogs you could recruit and I believe Todd Howard said in a past interview that there are many many companions you can recruit. I remember him saying that they originally had it that everyone could be a companion but it didn't work out.
