I hope Skyrim fixes that annoying guard spawning wherever you go that tries to arrest you. I managed to lose him (and 99% of my health) by sprinting to dive rock (it took a VERY long time to get all the way there from Imperial City) and jumping off. He's a persistent little forgeter, but the NPCs don't just jump off dive rock.

if you kill all the guards in the city/everyone that witnessed your crime, your bounty will go away

doesn't it also make it so that bounties are city specific?
So you can kill some people in bruma then go to anvil for safety.

theres also a mod so guards cannot tell if you killed someone if they didnt see it.

Do you level up really slowly? I feel like my major skills are relatively high, but I am still on level 2. Anyone have any insight? Does leveling just take a while? Or does an average of like level 35 on major skills really only mean level 2?

You only need to get 10 increases to major skills to leveling up. So either your majors haven't increased much, or you aren't sleeping to level up.
