Blender is good, free, and you can find lots of tutorials.
Milkshape is simpler, but you have to pay for it (there is a free trial, I do believe).
Sketchup is Mac only, but not that good for shape modeling, its more of a designing program. And I don't think they have a .dts exporter.

The Milkshape trial doesn't allow you to save/export.

You can export Sketchup into a format that Blender/Milkshape can import, then export as DTS.
