The last game Bethesda made was over two years ago, AND they are reinventing the havoc engine. I doubt it will be as bad as the previous installment.

Nope.
I dont think Skyrim will be too buggy, the only reason Fallout: New Vegas was buggy as forget was because Bethesda didnt make it, they only published it.

Im not saying there wont be bugs.
