Toni is put in a draw for PRIZE, but the rule is he's not allowed to leave the raffle room.
Toni leaves the raffle room and is caught, so he is kicked out.
Now see, he is buttflustered because he can't win PRIZE, so he has to stomp around and try to prevent others from.

Now there is Tonny, who just so happened to leave the room and only Toni saw.
Toni reported Tonny for breaking the rules because he didn't see anything wrong with it.

But then there was Tomy, who happened to see Tonny leave, but he broke the rules as well.
Seeing as it didn't effect him at all, he decided not to report Tonny.

Toni reported Tonny because he got caught cheating as well and was angry, but Tomy didn't because he didn't get caught, so he saw no problems and he was still in the draw.
