It's funny because you look younger in a more recent picture you took of yourself.
Plus, I'm sorry, but that facial hair just doesn't even look shavable. That looks like dirt on your face, not hair.
And another thing; moustache hair is nothing. More or less everyone has that from age 11 or 12.
I have to full face shave every day now, not just one little part of my face.

I didn't cut my hair or shower when I was 11 and I still looked older when I was 12 and 13.
Either way, I do know people who have started shaving at as young as 11, but you just don't look like one of those people. You still look about 12 even though you're 13, and the people I know look a lot older.. for instance, one guy was 15 until last month and he looked like he was about 21. The other guy, who is 14, looks about 18 or 19.
