... Can't pause steam downloads

Of all the things I thought I would have a problem with, I can't pause downloads.
This is irritating, because I don't want the 786mb Steel Storm:Burning Retribution to download while Braid and Cogs is downloading.
Both of the ones I want running are almost finished, but Steel Storm seems to be getting all the bandwidth, which is irritating, as I want to play Braid...
I click the pause button under Library>View>Downloads, but no go. It just keeps downloading...
Anyone have ideas?

Again, the buttons just don't respond.
Steam crashed, so I ended the process and restarted it.
It starts up, Cogs and Steel Storm are paused, and Braid is downloading.
This is good enough for me...

The download screen breaks every other time I try to control what's downloading. If it's unresponsive I just click the button repeatedly until it works, or until Steam crashes. If nothing is happening, I just process-kill Steam and try again.
