I have siblings from Russian speaking countries who were adopted in ranges of 4-10 years ago at different ages in very poor and overcrowded orphanages who are still struggling with English reading and writing, even though they hear and see English a lot and get special help and lessons for it. You can't just learn it like that if you weren't accustomed to it during early years of childhood development.

Building onto this, my siblings can technically read lower level English but they still suck at comprehending the material despite being immersed in the language for multiple years. Even if he does take grammar classes, he won't be able to speak fluently within a week or even a month.
