I cant figure out the problem but it has never recorded above 15 fps.

Anybody know how to fix this?

Get a better computer.

FRAPS is a very resource intensive application. It has to record the game, compress it, and save it to the hard drive at the same time.
The only way to improve your FPS is to

My computer is actually quite good (or at least in my mind), it has 3gb of ram and 640gb hard drive that bearly has anything on it.

... Just because you have nothing on your hard drive doesn't mean your computer is good.
Post your graphics card and CPU.

yes yes now give us all your specs. The only one that mattered in what you said was RAM really.

My old computer had 3gb of ram and 1tb hdd but sucked richard

As you can see, my ability has increased dramatically. You can too, if you safe up for a new computer.

If you have a pci express slot, then yeah, I believe you could.
But with that you'll probably need to buy a new power supply, and then at that point your CPU would be bottle-necking your performance.
