this is just like real life. ok, you visit drug based websites or other things. it doesn't mean you actually use it or watch it or whatever. you can say you pirate software and rape people in real life and the cops won't bust down your doors, although you will most likely be arrested if you're causing a disturbance and telling everyone who you meet.

from what I read it's just that the bill was named "Protecting Children From Internet research Act of 2011".

Then don't do it. If the government gave us freedom of complete privacy it'd be a lot harder to stop certain crimes. Stop doing illegal things and you'll be fine.
