I know that when a player runs out of money they offer a TF2 item, but when the Heavy offered his minigun and lost, I didn't get it.  What is the process for getting the items?

No you didn't, you have to be the one that wins the hand that takes the last of his money. And no the game didn't glitch up or something you just didn't do that and now are going to pretend you did for no reason.

I took the last of his money and he got all "Heavy is sad"

This glitch sometimes happens.

Your only solution is to keep playing until he offers again, and make sure you can bust him out.
