There always will be more people than soldiers, and guerrilla tactics employed by the Viet Cong and Al Qaeda have defeated the most well-trained fighting force on the planet. Korea was an example of just overwhelming a trained army with rag-tag militia until they force their enemy to retreat for their lives. It's generally impossible to occupy a country with a powerful insurgent force seeing as how it's never been done.
