Im going to say that it sounds to me like he wants a server max draw distance override to go along with a foggy effect?

Go to Options - Advanced and lower the max draw distance.

I don't think draw distance would help. When Badspot's server got to around 216,000 bricks, it got all screwed up and you couldn't place more than 10 bricks without having to reconnect to place more. Everyone's avatar was the default one just all colored black. There was also lag and it took a while to load.
