That blockland hub addon which started a single player server for the main menu could be used, because it has an event that shows the Join Server GUI, you could edit that to make it bring up the Ban GUI.

You don't need an event, just ban people that go inside manually.

Don't kick them if they don't read the rules, kick them if they break the rules. So if they don't read the rules they're more likely to break them and get banned. (Because I like banning.)
