As long as you have voting rights, you can have influence in the government. You can buy ad campaigns n stuff, but money doesn't guarantee votes.

If Marijuana was to ever be legalized, they would not be able to turn back. Say it causes more bad things to happen for whatever reason, they can't outlaw it anymore. There would probably be too much opposition for it to be banned again and sellers would also refuse to let that happen.
