Find a shop that sells ancient PC games and buy red alert 2, get a multiplayer unofficial patch because the offline was taken off by EA,
It's from 2000 and should run on a x200 (which is worse than your stuffty integrated)
oh also, westwood games work good, buy yuris revenge as well.

It's one of the greatest RTS games i've ever played in my life, i ran my childhood on that game, the AI is so loving amazing.
It has superweapons, Soviet has Iron Curtain to make your tanks invincbile or kill your enemy infantry OR a nuclear missile.
Allied have a Weather Control which does less devastation, better units but a chronosphere to teleport units.
Generally if you want budget units go for Soviets as they have conscripts, half the allied GI cost but doesn't have sandbag deploy mode, so it's weak V tanks.
Allied are for the people who have alot of miners but dont have any guns on the miners and can teleport back
the Soviet miners have light guns on them

I recommend buying Yuri's Revenge and playing the campaign first and alot of skirmishes

Don't got it anymore, it's a tiny game (500MB), and is one of the best games ever.

Also try, tiberian sun or the first ones if you dont mind PS1 graphics for PC (It's a console port)

CnC3 wasn't bad but the expansion to it was.  However all the new ones, like Generals and higher, are 3D and will require some actual power to run, especially the newer ones.

CnC Renegade will require some power a bit too.

Well, if you also like Tower defense games then maybe see if Revenge of the Titans will run on your PC.
Its a RTS/Tower defense.
