No you dont understand what I am saying, Each mission is called a "Act" Each time you switch Territories, You Start a new "level" ;D

My point is you haven't actually started making the game yet.
You just have a few models and a basic idea.

Ok so(!), I have finished the first Three levels the coding, the characters, NPC's, Weapons, Beacons, Enemy Diolouge, Character Diolouge, Common folk Diolouge, I hav Everything done, The rest isn't finished.
