The tip is not multiplied by 100, that would indicate that the tip is larger than the wage.

Anyway, you are actually doing the problem incorrectly. The waiter earns 12% on the amount spent on food, not on the income. The amount spent on food is intended to be the independant variable, and you are supposed to graph how the waiter's total wage changes as the amount spent of food changes.

Paycheck = 45 + 0.12 * X
