It's not that every battle toy needs its own anime show, it's that every anime show needs its own battle toy.

Take Transformers for instance. Unless I'm much mistaken, the series came before the toy line.

And as for Teenage Mutant Ninja Turtles, there were enough action figures inspired by that series to give every soldier in the US army a unique action figure.

My guess is that they originally intend to release a show, but first they realease a battle toy, and then release the show so that everyone watches it.

No, the toy came first, but for a lot of them the show came first.  Pokemon the show came first then the toys

Pokemon was understandable.
Yu-gi-oh was SOLVE WORLD CRCIA WITH CHILDREN'S CARD GAME
Beyblade was OMG I'M YELLING AT A HUNK OF PLASTIC/METAL IT MAKES IT SPIN FASTER AND PRODUCE HOLOGRAMS

I'm not sure if you're aware, but Transformers and TMNT aren't battle toys. They're action figures.

Battle toys as in, you play a game with them.
