Wrong.

You get points when a giveaway is created.
The amount of points you get is 5% of the point cost of the giveaway.

So if someone opens a Portal giveaway.
Portal is $9.99. This means the entry costs 10 points.
This also means when someone makes a Portal giveaway, everyone gets 0.5 points.
