I think that even if you change it in the pref file it still only goes to 20.

I believe its in server options before you start the server.

You can't, but it's still possible.

Something interesting was that I got 42 vehicles on an Intel Xeon processor yet can't have a stable server with more than 20 on an AMD processor.

It's "Possible" we shall say. It lets you make more, but it either bugs out or doesn't work.
On MackTheHunters server, I get over 20 vehicle limit a lot of times, but when I clear vehicles and bots, I only clear like 6.

This means the vehicle was removed however the count of vehicles is not adjusted.

/Clearvehicles does not change the vehicle count.
