Pretty basic

Just like whenever a player says something, his Blockhead would shake. Instead, I figure it would be cool for the mouth to move after something has been said. :Y

You could also add pain expressions.

Quite the good idea!
But i do say, that would be pretty hard,or even maybe have to be a tool instead of a face

you'd need people to download the decals though

I have seen a video of someone with an animated face...
The mouth was spinning.

Faces are textures. This would require every texture ever made to one way or another accommodate this.
Nope.

That was edited. I've seen it in several videos as well.

i dont think its possable to have a gif used as a fave

Or you could just remove the mouth from all the faces and have a dynamic, changing mouth overlay, and if done for all the default faces would work out decently.

Though I'm not entirely sure if this is possible.

Well, this could be a modification to the playermodel, because when I opened it in blender, the mouth and eyes were both objects, which possibly could be animated.

I'm pretty sure the eye and mouth are actually bones.

It's possible, certainly. It'd may use quite a few datablocks though.

Also, I personally would rather have it clientsided.

never seena a mouth node.
the eye node however is just where the player's camera is mounted in first person.

bone =/= node

i'm pretty sure the mouth bone is where $HeadSlot is

i always forget that in-game a node is basically just an object.
but whatever.
