the nexus is loaded with so many amateur mods just trying to make it in first. i'm waiting for the legit stuff after creation kit.

As far as gameplay/controls and stuff goes, yes. As far as I could see, Oblivion wasn't the same way though

But overall it's a whole new experience imo
