It goes up on its own over time. I never try to raise it, though training smithing has the side effect of raising speech as well when you sell of your stuff.

My friend recommended walking around the world before doing the main quest so the enemies don't beat me up in my early level; is this a good idea?

No, I mean new characters (ps3)

You can have as many individual characters as you want, sorry about that. They won't overwrite other characters unless you manually overwrite the save file of your old character.

increasing your stamina increases your running speed by a minuscule amount, as well as using the steed stone, which removes the movement penalty for armors of all kinds. those are really the only ones i know about.
