I'm going to make a list here for my own future reference and just in case anyone else is curious

Arena: ALL PROVINCES
Daggerfall: High Rock
Morrowind: Morrowind (Specifically, the island of Vvardenfall)
Oblivion: Cyrodiil
Skyrim: Skyrim
TES 6 isn't out yet :I

also Daggerfall had some nudity
like, breasts, although no genitals

actually, I think the last game in the series should go back to being in all provinces
it would probably be demanding and take a good while to make, but in my opinion it would be way more than completely worth it
that would be the coolest thing
