There needs to be a DLC that lets the player access the Imperial City.
It could be to solve some sort of dispute or something. Maybe overthrow the emperor.

And plus the Arena questline could make an appearance.

But you kill the emperor in the DB questline

The walk to Nightcaller Temple in the "Waking Nightmare" quest is one of the most tedious and boring parts of any quest in the game. I loving hate it.
