How to marry? I talked to Ysolda but the option doesn't come up. Just the standard caravan and trading dialogue comes up. I even did her quest. I have fine jewels and everything.
I married her as well, I found her quite attractive.

I haven't met her yet,  but I agree based on the picture I just found.

So I'm being circled endlessly by a dragon flying annoyingly far, and trying to shoot at it with a bow.  I could not hit it once with 470 arrows.

I think I just need to hit it once to get its attention so I can actually fight it.

I seem to have no idea how to properly use a bow and arrows against a moving enemy.

I'd just leave it be.

if you have the zoom in to slow down time perk, use it.
If you have slow time shout, use it.

There will be other dragons. I have had the same problem and after a half-hour of futile pursuit of my airborne adversary, I decided to give up and let the dragon about its business.

This is grand advice.

I've noticed that if a dragon wont come down, get into some sort of combat with something besides it, if you do, the dragon will notice and attack you. Always happens with me.

When dragons don't come down,
I make them come down.
With all the fury and anger
That resides within us through history

I finished the Dark Brotherhood quests in Oblivion this evening
