What do you mean by sort of? Do they walk passed it and mention a line or two but not care why they are dead?

What do you mean by sort of? Do they walk passed it and mention a line or two but not care why they are dead?

Most of the time they react if they see you killing.
Otherwise, they'll be all "Aw shucks, this guys dead. How did it happen? Hmmhmmhmm. So sad :("

If you used silent weapons you can kill NPCs in front of other NPCs and none of them care.

Best glitch ever:

So I was on my horse heading to the Shrine of Talos near Whiterun, all of a sudden a dragon pops out of the ground. See giant near said dragon, I think "epic battle", nope.
The giant is on the dragon attacking it, the dragon takes off with the giant still on top of it still attacking , see it fall in the distance.  I was stunned at the sight of the giant riding the dragon.

If a player kills an NPC in front of other people, you will be attacked/arrested. If you kill sneak kill someone, and leave before anyone comes to the scene, you won't be caught.
