I heard about a ballooning save file issue. Does that affect PC?

It's caused by all the data it keeps track of, it's unavoidable. It keeps track of items you drop in the world so you can get them, since a lot are unique and such.

Is this what happened to me?  My save won't load anymore, actually none of them will at all.

They just go to the loading screen and the loading screen keeps going til I end TESV.exe or it closes automatically with no warning.

Uncle bought me Skyrim for PC.
New mobo and GPU arrives on monday.

I think it only affects performance.

I have all the Divine amulets save that of Stendarr and that of Kynareth. I can probably raid the Vigilant of Stendarr headquarters for one of his amulets. I'm feeling a werewolf transformation would serve this purpose admirably.

They aren't one of a kind right? I had like 3-4 and I sold them all 'cept Talos and the other guy.

yeanope. Alduin wasn't the one in helgen.
when you go to the jarl and say theres a dragon approaching, you go out and kill the dragon from helgen.
