i just got to level 100 smithing

Now how do I go about upgrading stuff to legendary, and can it be done on dwemer / steel plate?

It'll naturally upgrade to Legendary when you do so. Although it's better if you wear a ton of smithing equips and have a ton of smithing effects on while doing it to maximize the effect.

I just love coming back with awesome armor / weapon to a part I couldn't complete much earlier in the game, and decimating all the enemies.

The prices in this game make no sense to me. The most expensive potion I have is Draught of Enhanced Stamina. It increases Stamina by 40 points for 300 seconds. Sells for 439. I also have Potion of Vigor, which increases Stamina by 50% for 300 seconds. Sells for 187. In every case, Potion of Vigor should increase your Stamina at least 10 more than the Draught potion. What the forget happened to cause this?

"Draught" is a word that comes from the Morrowind lore for "dreugh."

It's dreugh wax processed with human skulls, which makes it much more expensive!!
