any mods to fix the terrible hit detection on oblivion?
There are combat mods like Deadly Reflex which change and add a bunch of combat stuff, so it might do that but I couldn't tell you for sure.

That improves combat, but the hit detection is still pretty terrible.
I looked around a while ago and couldn't find a mod/fix for it.

I've still not traveled to riften or the Rift yet.
I've had the game since it came out.

Is it worthwhile to go there? In the general area. I didn't want to spoil all of the cities and stuff as soon as I got the game and be bored with it, so I saved a lot of the areas and cities for a while.

I wonder how modded dialog will work

But skyrim's mod support will be amazing.

Has there ever been anything like this?

if the mod maker has voice actors then there will be sound, otherwise you have to read what people are saying.

There was the construction set for Morrowind/Oblivion and the GECK for Fallout 3/NV

With my 2nd long-time character I made a dark elf who essentially hasn't even started the main quest line, but goes to Riften to become a thief after a few days of freelance thievery nearly gets him jailed. Then all assortments of things happen...

But Riften. Fun place.

ive never used the construction set before, does it have a fairly steep learning curve or could i make myself a nice little house and things like that without spending hours learning how?

I'm pretty sure things like a house are very doable, just take a bit to learn the interface and whatever.
