They each can be used interchangably to express shyness or nervousness. ":U" may also act as a neutralizer for statements as well in order to present an honest opinion which may be insulting (For example, "That sweater is not nice on you. :U"). ":Y" may carry a negative connotation under certain contexts (For example, if prompted with "How do you like my sweater?" one may reply ":Y" in order to express negativity toward it with less concern for the party involved than if they used ":U")
