Personally I don't like the law because someone can falsely accuse another for cyber bullying easily.  Maybe a fine could be okay, but there are chances for false accusation.

There can be many cases though.  If it gets PHYSICAL IRL, then go to jail.  If he THREATENS you over the internet, like if he threatens to kill him then talk to someone.

Call the police if he annoys you so much, committing Self Delete is like a mental thing that the kid would have to be checked up on.
