No, you didn't get what I said, so I'll say it in larger letters so you can understand better.
snow/rain cannot hit cars and i am almost completely certain about that.
precipitation can hit bricks, terrain, and interior, and has been done, but it will not hit cars.
If I'm wrong, someone say so.
Mods that make snow that do not hit vehicles exist already and so you don't need to ask for them.
As for the pencil, I can't tell what you mean at all.
