It is under GUI. One of the default labels or whatever.

I think I might've found a glitch with this. I had the pencil hat and misspelled it "penci," and the cat ears appeared. I didn't have them unlocked either.

Are the hats client sided? Like, can you wear one that you got in any server that has the hat mod?
