No need a mod for this.

You can do that with events

You just need bot events.

Well yeah, I said that in the link in the OP, But Brian wanted me to post this, and I thought it was pretty good so I posted it.
Besides, this game does really need mods anyways. No mod is needed. There are definitely useful, fun, and interesting mods, but I don't think any mods are necessarily needed
