Really, really, really high Ping :(

For the past couple days my Ping has been spiking up to 999. It's really annoying when I'm playing CoD4 or TF2.
Does anyone know how to fix this?

Seems like someone or some employee is using your bandwidth.
Is there anyone else in the house who might be using the internet?

This isn't the case in some parts.
If your ISP is really popular, they may throttle some users in order to keep consistency to other users.
This is really unfair to the end user, but should be resolved in some brief moments.
