Newegg has sales all of the time, I wouldn't say any time in particular is better for buying parts. Also you'll get a much better deal on just parts rather than a prebuilt.

Buy older things when newer things come out. Ex, buy an ivy bridge processor when intel releases the new series, buy a radeon 7000 series card when they introduce the 8000 series, etc.

That would be the best time. Really though, almost any time is a good time. Look for sales and promo codes, bide your time if you don't mind waiting, and do all your research ASAP so you know when the stuff you want is on sale. Don't buy when there's a worldwide silicone shortage though...

When I bought from newegg, most of my parts shipped from new jersey. One shipped from Kentucky, and the last from California. It will be a three day wait, max you're european so it can arrive whenever

Just remember that you can never have too much power from a PSU, especially if you're planning on upgrading the PC until the day it dies just to keep up with technology, as long as it'll fit in your budget comfortably then there's no reason not to get it.
That being said, I was referring to the TDP of the processor, which is, basically, a rating of how much heat it puts out, it requires a cooler of equal or higher TDP to be able to run cool

As far as my experience goes, it's extremely unlikely, if not impossible that any parts besides your CPU would be bottlenecking the GPU

So, I was looking for an upgrade to my Intel HD 3000 graphics, but I was not sure what to get. I know a fair bit about the computer's internals, but not anything such as compatibility and building a computer. I have an Acer Aspire AX3990-ES10P. It has 6GB of RAM, a 220w PSU, a 1.5 Terabyte hard drive, and a Intel i3 2120. I was looking for something that would allow me to play games at my native resolution (1600 x 900) on at least low settings. I play games like Call of Duty 4 and Battlefield 3, but I would like to get more frames per second out of my computer. So, if you guys could help me select a card, that would be great.

i'm almost 100% positive it will, I recently obtained a slim computer and the total power consumption is about processor wattage (yours is 65W) + 55W if you have no other expansion cards
