You mean a bootloader?
A bootloader lets you choose which OS to startup. GRUB is my personal favorite.

Yes.  If you want to say, have Windows XP and Windows 7 on two separate partitions, install Windows XP then Windows 7.

Always do multiple different versions of Windows in order from oldest to newest.  If you wanted to have Windows 95 (for some backwards reason), Windows XP and Windows 7 for example; install Windows 95, then XP and then 7.

Or get something like GRUB.  I have no experience with those because I don't experiment with other OS boots.

My school district is insanely stupid and buys 200 Macintosh computers for the entire school and then installs an old version of Windows XP on them. And they complain about not having enough money for things.

95% of me says no.  Having two "WINDOWS" directories on your hard drive at the same time is just asking for problems, especially when they're loaded with different files and configurations.

So, I theoretically have a 1000$ budget for February.
I would like to spend around 500$ on the computer itself.
I want to play Battle Field 3, and other modern games on it.
I want to be able to host Blockland servers without problems, easily 20-30k bricks (condensed, like a cube of 1x1's, or like 3 mansions in a row.).
I just want it to be a good, smooth gaming computer.
If what I want is under 500$ then don't make me spend more.
This computer that I'm on now is crap. 512 Megs DDR2, 250g HD, Integrated Chip set,
hp pre-built.

Technology changes. You'd be best asking closer to the time.
Anyway, would you want max detail for Battlefield 3? It would be near achievable with $600 depending on your monitor resolution.

You don't have to worry about that. I only have 2gb, 2.3 dual core cpu, and a ATi 5450 and I can still run servers perfectly.
