well, as i said, no good pc will be cheap.

Step one: Find old desktop computer (2004 or later) that you're willing to gut. (Should also have a monitor and accessories)
Step two: Remove everything except the optical drive/disk reader.
Step Three: Install new Parts.
Step Four: Refurbished computer complete

You'll need an OS though.
It will run extremely well for his purposes, $220.
