Are there stores where I can go to with a list? I prefer buying things in a store rather than having it shipped. Could you recommend any stores?
yes, but they will be FAR cheaper (also inside your budget) buying it online, also running the very big risk of not having the stuff you want.

Alright, but still. I'm willing to pay a few extra bucks without having to worry about shipping and everything and if it doesn't work. I could always call into the store and make sure they have all the parts, if not I'm sure they'd recommend me some alternatives.

Also, I noticed there is no CPU cooler or sound card. Is that a problem? Why do I or don't I need those?

everything except for the ram is fine.
go for something like 1333 and not 2400mhz.

Can you suggest a fairly decent GPU for the older computer?  The PSU is extremely tiny, anything could be done to help that to increase power supply for GPU?

Closest one is 39.4 miles from me.

I'll find the parts there and add them together, see if it's worth the drive.

yes, if something doesn't work you either did something wrong or they are DoA, incompatibility is a very low chance.
