Bought it and built it at around ~$1230, spent about $500 more on a Corsair H100 cooler, card reader bay, fans, LED strips and obviously the keyboard/mouse/monitor setup

oh, turns out rockstar has handicapped memory restrictions when it comes to their games. you can bypass them with -norestrictions and -nomemrestrictions in steam's launch options.
