When you first spawn you're not able to build. An Administrator has to make you a "Member".
This is how we deal with griefers, everyone is welcome but just not everyone can build :P
This has actually the same effect as Whitelist the thing is that the Anonymous griefers can join but not do anything.

How about not making a topic until you make the server.

The server is done and running now actually. But we want a bit more publicity before it starts.
So you can prepare yourself for the awesomeness that's incomming.

This mod looks very good, but I don't think it fits in the server theme. It looks a bit glitchy too. :/

How do I apply for Member?

Yes you do have to apply on the forums to get added as member.
I discussed this with Okiver and she's right.
Adding random people from ingame as member is a bit odd.

Fortunatly applying is very easy to do.
