No, Homer the Cat is owned by Disney. He recently returned in a Norwegian comic and he was made by Walt Disney himself as well.
He also appeared in a Mickey Mouse short, Mickey's Orphans which was made by the Disney company.

I don't know where you got your source that Homer is owned by someone else. Oswald was but, not Homer.
