Should be pretty simple to check:
Dimensions of image,
File format of image,
and if it only has the allowed colors.

I just don't think they want to fix it.

Well, that would help, but then people can make programs to draw the image using their tools. This proof of concept I made (I needed something silly to do, ok) emulates clicking the colors and the screen and supports all brush sizes. However, smaller ones take awhile / lag the canvas, so I've only done one smaller one. You get the point though.

EDIT:

Updated it with algorithms involving rectangles, ovals, and detail levels for high precision with minimal input.
There are 150,000 pixels in the image but accomplished it with 17,851 clicks (including color / size changing).
