This and make the turret either rocket or grenade (preferably the latter).

Make the SUV have the defensive driver weapon (landmines or something) and give it a mini-gun on top.

You should also do one with a motorcycle with a sidecar.

Two turrets sounds good, one front gunner, and a secodary gunner to stop people chasing.

Happy that you really like the harpoon idea, it should kill players instantly and should work like the arrow.
